TV Apps

We have been using Tablo TV https://www.tablotv.com/ for probably about 10 years. You can just plug in any external hard drive drive to it and there are multiple TV tuner versions. Playback is on anything that their app is on such as Samsung TV or Roku. And then we use Plex for downloaded files.
