pserver with cvs

If you run "telnet 192.168.50.50 2401" from a remote machine and hit
enter once or twice, does it print the "Usage: cvs [cvs-options] command
[command-options-and-arguments]" message?  If so, cvs isn't being run
properly by xinetd.  Has xinetd been restarted since cvspserver was enabled?
