I get about 150 kbps from http://gentoo.oregonstate.edu

Just modify this line in your make.conf:

nano -w /etc/make.conf:

GENTOO_MIRRORS="http://gentoo.oregonstate.edu"

You can leave ibiblio in there, if you want. Mirrors are processed in 
the order they appear in your list.
