You can defrag ext2 using a utility 'defrag' which was originally written
for ext... But you probably wouldn't want to. Since you can switch back and
forth between ext2/ext3, you could probably use it on ext3. You must or you
it would appear to follow that you wouldn't be able to find any partition
resizing utilities like 'parted'.
Zero'ing a parition is relatively easy:
dd if=/dev/zero of=/path/to/parition/mount/point/zerofile
rm /path/to/parition/mount/point/zerofile
